DL Debug Title misleading

The launcher log on minecraft launch prints debug download.

What I think this means is that it's downloading the file and then doing a checksum on it. The hash is A: in the url, B: inside of the jsons. So I don't understand why the launcher is downloading it every launch possibly.

What it actually means: it's downloading it to a tmp folder before moving to the proper location? What I thought it meant is it was downloading the files to grab the hash each launch.
