Minecraft opens in small window after clicking "Play"

When we open the Minecraft launcher it starts normally but when we click "play" it opens in a tiny window. This has been a persistent issue despite updates to the Java version. 

Most of the time we can just maximize but sometimes it glitches and we have to restart.
