1.16.4 patch notes are titled inconsistently with other patch notes for releases

The bug

The patch notes for 1.16.4 are titled Minecraft Java 1.16.4, while other patch notes for major or minor releases are titled Minecraft: Java Edition x.xx.x. Notice how the 1.16.4 patch note title is missing a colon and is missing the word Edition.
