Java Runtime wont load

Whenever i try to start up my game on any version above 1.12.2 it always gets stuck on the loading screen (see attachment) forever and doesn't load. I have tried to uninstall, repair, and reinstall java and minecraft multiple times. But nothing will work and i'm very disheartened that I might not be able to play these versions of Minecraft for a long time.
