Unable to download all files to open game in minecraft launcher

I have been trying to open Minecraft through the launcher. It is the first time opening Minecraft Launcher on this computer, so it had to download the game before playing it. I keep getting stuck at 265.44mb downloaded and then I get this error message:

I have searched everywhere for fixes on this. Disabling or uninstalling all security software has not worked like some old threads claim. Please help me fix this. I can't play Minecraft at all if I can't get it to download....
