launch error, have deleted and redownloaded multiple times

i get this error (png attached) and i can't figure it out. ive tried uninstalling and reinstalling multiple times, have restarted computer, tried different versions - 1.16.0 and up are the ones that dont work, and nothing works. pls help me i am begging
