Can't Save Skins/Upload them to library

Whenever I want to upload a minecraft skin to the launcher library, it sometimes says my PC doesn't support the WebGL and hence cannot load the skins. When I restart it it works. I used to be able to upload skins and save them, but now whenever I try there is a popup that says "Unable to save skin".
