My launcher wont start when I am offline

So basically when I am offline and try to launch the launcher it will load for a second and then nothing happens. In the task manager you can see the launcher running with 0% CPU usage and 2MB of RAM Usage. Then nothing happens afterwards. It only happens when I am connected to a network that doesnt have internet access. When I am not connected it all, it launches and lets me play offline. So when connected to a network without internet access, the launcher might "think" it has internet access and can update when in reality it will never get any response.
