Couldn't load launcher core

After buying and downloading the minecraftInstaller (1).msi file, and opening it, we followed the instructions to install, and this looked ok. But when clicking on the shortcut to the exe file, i got this error:

"Couldn't load launcher core from C:\Users\mbaer\Desktop\game\launcher.dll: LoadErrorNotPresent",.

And then it recommended to install again, but this doesn't help.
