Next to my account it says no connection and it wont let me start on that account

I don't know if that is the correct launcher version, so I just put the top one. It stays saying "No Connection" even if I reload, but it works with other accounts. The play button says "Play Offline". Is there something wrong with my launcher? I just downloaded Forge 1.13.2 E6 so I could create a cape. I can login to my Mojang account easily or any other accounts I have on my computer, so why is this happening? It works when I use another launcher, but not with the default launcher on any version.
