not able to change skin

i want to change my skin, and i downloaded a skin from https://www.minecraftskins.com went to minecraft.net and tried to change it. i then opend minecraft went on both single player and multiplayer and i my skin changed but not to the skin i wanted too but the ugly default steve skin. and when i try to do it in the launcher it tells me that it is unable to fetch my skins...
