Unable to install the minecraft launcher

Whenever i try to install the launcher, it goes to about 80%, then it says

"unable to update the minecraft runtime environment"

 

I have done a lot of troubleshooting myself, but so far nothing has worked.

I have:

deleted .minecraft and any other minecraft files

Compatibility mode

Reinstalling windows 10

run as administrator

and maybe some other things.

 

Please help!
