[MCL-12993] Downloads from https://libraries.minecraft.net/ time out (in Russia?)

Mojang Note

Mojang is aware of a portion of our playerbase having issues with this. However, to track down the issue we would have to enable metric tracking to figure out where the issue originates from. This is currently not something that the Minecraft Launcher supports or is compliant with, and will not be added for 2020. Please consider possible workarounds for this problem meanwhile.

Please make sure you don't have general internet connectivity issues when experiencing this issue. For example make sure you can still reach other websites.

It appears a high amount of users from Russia are currently experiencing this issue. If you don't live in Russia and experience the same issue please add a comment.

Hello, I encountered a problem:

The launcher can't download files from https://libraries.minecraft.net
So I tried to run latest version (1.15.1) from scratch, and when the launcher was downloading library files, it printed this error:
