Launcher does not launch (Affects All Releases)

When I click 'play', the launcher shows its loading. But when its done, nothing happens. I try to launch it again and the launcher says its running. This has happened with 1.14.4 and, as a test, 1.9. versions. 

On top of that, I have to close the Launcher through task manager. Otherwise, I can't open it again without restarting my computer.

Everything is up to date. Had to download 1.9. to attempt running it.

I'm using Launcher 2.1.9616

Update: After Multiple attempts, I notice the loading bar passes quickly and says 'succeeded' in less than a second. I feel like no loading is actually happening.
