skin bug

when i go in minecraft launcher it says unable to fetch skins and the only whay to open minecraft with out it not responding is going to task manger end task of luncher and when i go on my skin is normal steve but it gets worse when i go on hypixel and all i see is steves and alexes.

and this is the skin i want down below 

and i know how to add skins im not dumb
