Skins still not on laucnher

The launcher for minecraft was changed a long time ago, yet skins have still not been added to the launcher. On the launcher it says that skins are coming soon, yet there is still nothing.  I know I can go to minecraft.net to change the skin but it's very infuriating I still can't change it on the launcher.  (I don't know what the numbers in 'Affects Versions' mean and it wouldn't let me continue without putting one because it doesn't tell you want it means)
