Drop down arrow on the launcher to install a older version doesn't work

On the Minecraft windows 10 launcher when my friend clicks on "Installations" and then the "new" button the normal menu pops up where you can select the version, however the arrow to drop down the list of all previous java Minecraft versions that would normally let you select a version and install it. When he hits the drop down arrow to select the version he want the list of versions does not show up, he's tried reinstalling, restarting his computer, and brute forcing it but just clicking the arrow a lot but nothing seems to work. 

Help would be greatly appreciated.
