Client refuses to update from 2.1.2481

even after re-install my client is stuck in 2.1.2481.

The machine is Win 7 laptop. The update popup won't go away but update cannot be created.

I passed up on updated because friends private server became erratic with higher client versions. Planned on the year. My son's similar PC updated Sept. When I tried this month it fails.
