Strange redstone powering! very Important

When you place a block, able to be powered by redston, for instance piston or dropper, and then 2 blocks away on top of that, place powered redstone and it will poower the block that is 2 blocks away i hopw this is only a bug!If you remove the redstone above, it is still powered until updated by the plcing of a block
