launcher issue

my minecraft launcher comes up with the same message with a white screen every time i open it. 

Failed to load URL mojang://launcher/index.html with error ERR_FAILED (-2).

i've tried to re-download it and reopen it but the same message comes up and i don't know what to do. My account is from 2013 and im not sure if that affects anything, is there anything you can do to help?
