Minecraft Launcher Overbright

My "New" Minecraft Launcher has always been overbright and it is really noticeable in the background image as it appears as if it has a layer of static in places, whilst also being way to bright. This has occurred over multiple reinstalls of my OS so it can't be an issue on my end. Also, I've been experiencing this issue ever since the release of the new launcher and have only just noticed it is not normal as I've installed the game on another machine which does not have this bizarre issue.

Specs:
Asus GTX 770 2gb
AMD FX-8350 @ 4ghz
32gb ddr3 ram (4x8gb) @ 1366mhz
OS, game, java, etc... all installed on primary SSD
Always using the latest drivers/bios and Windows 10 updates
