Can't Save Downloaded Files Properly

Every time I try to load the Minecraft Launcher, it almost completes then I get the message Unable to save download.  With a sound file such as idle1, gravel3, sand2, and such being unable to be saved and causing the error every time.  What is wrong? How do I get it fixed? I have tried uninstalling and reinstalling, and even deleting my current browser.  Please help.
