forge 1.13.2 is locked

i cant delete forge 1.13.2 and i cant install forge 1.12.2 so i cant play with mods

i have deleted the  forge 1.13.2 files  but i cant delete it in the launcher : 

i only can duplicate it or modify 

how can i delet it in the launcher?
