Launcher.dll not present

Couldn't load launcher core from C:\Users\admin205\Desktop\game\launcher.dll: LoadErrorNotPresent".

This may not be a bug at all and may be a technical related issue but I've seen it crop up lots recently and I can't find any current bug report on the issue
