Terrible Frame Rate

I have just installed and began to play it only to find out that my computers 1.60 CPU can't render the game in frame rate more than 10 on average. The only reason why I am reporting this problem is because when I open a blocks or my player inventory the frames go back up to a playable amount and I'm running the game with minimal high high graphics. If anyone knows how to fix this I'd like to hear how to do so.

P.s The version I'm on I do not know which it is therefore I just would like to state that to clear up any misconceptions. All I know is that it is the most recent version of Java Edition.
