Minecraft 1.8.9 launches, but doesn't show up on screen after launched.

So, minecraft will launch perfectly and appear on my screen if I launch the version 1.13.2, but If I try to launch 1.8.9 (which is the only version I use) the game will launch, but it won't show up down on my toolbar. Its running in task manager, but it isn't showing the game on my screen. I know this is a bug with the new launcher:
1. It did not do this 4 days ago with the old launcher
2. I tried using the old launcher and it worked perfectly.

Also, when I try to download forge or optifine, it says that its downloaded and on minecraft; when I go to change my version in the new minecraft launcher neither version shows up. I've tried redownloading the whole game, and that didn't fix any of these issues.
