Unable to open/choose multiple instances from twitch with new launcher

When trying to play the game from Twitch, no matter which modpack I click on to launch in Twitch, the launcher will only show the modpack I already have open. I was trying to copy over all my keybinds and stuff, so had my older version of modpack open to see what they were (didn't want to copy the file over, wanted nothing from old version in new version) but when I go to launch the newer version of the modpack I can ONLY choose the one I already have open. No matter which modpack I click on actually, the only option I get in the launcher (apart from 1.14 release and snapshot) is the one I already have open.
I tried logging in on a different account, but even on another account can only choose the one that is already running.
I don't know if this makes sense, but it seems like instead of re-launching the launcher, it's "keeping" it open somehow (even though I have everything set to close the launcher when I start the game)
