Lighting bug, can spawn mobs

I found a glitch where lighting stops working. When this lighting glitch happens, mobs can spawn. I was playing multiplayer. (Both server light and client light were low) (I was surprised by a creeper once when it spawned in my lit up basement)

 
I don't know what causes it, but i think it involves changing texture packs.
