"Could not connect to server." When trying to log in.

When trying to log in to Minecraft, Java edition, I get a message saying "Could not connect to server." (Screenshot attached below.)

I've had this problem since my isp had downtime in the start of March, I've tried every possible fix I found online and I've also been in touch with your community support with no luck.
