LoadLibrary failed with error 87

After pressing play on the Launcher Page (Attachment: Main Page) it starts to load followed by the LoadLibrary error (Attachment: Error 87)  After pressing ok you receive the following error (Attachement: 2019-02-20 17_16_19-Minecraft Launcher)  it then returns to the main page.  Please assist me on repairing this issue.  I have uninstalled and reinstalled a few times.  I have also reinstalled Java neither has fixed the issue.
