Can't use %JAVA_PATH% in custom java executable path

Still affects Windows 10.0 2.3.115 (not selectable on dropdown)

When trying to use the %JAVA_HOME% (or any other) environment variable as part of the java executable path it will claim that it can't locate the runtime while in the explorer the path works just fine.

Ideally I would like to use that method to not have to change the java path in all applications manually to use the latest JRE after updating it.
