Audio breaks

So every time I start up Minecraft, in 1.13 or any other version, my audio like glitches, it makes this repeating noise for a few seconds then it cuts off and I have to restart calls or reload a page. Every time I have anything else open besides Minecraft. And even the main sounds for Minecraft don't work.
