Java does not work with Unicode paths on Windows

crash when i hit play, when it download a new version(any version) the game output say it can't find the main class 

 

when the version is already downloaded, nothing shows.

 

it work for me on this computer until the 1.9 (the game version, when it got out) now i can't play with any version (i tried every stable version,from 1.13.2 to 1.5)
