Can't play snapshots

Whenever I try to open up any snapshot version (past 1.13 of course) the game gets stuck in the loading screen with the Mojang logo. It stays minimized in the middle of the screen and whenever I try to click the fullscreen button, a transparent white coating appears over the entire game window and "(Not Responding)" appears after the game title in the top left corner of the window. When I try to close the window or if I wait long enough, a small window will appear saying "Java has stopped responding" with the options "Close the program" or "Wait for the program to respond" I clicked close, and it returned to the launcher with the message "An unexpected issue occurred and the game has crashed. We're sorry for the inconvenience." This happens every time I try to open a snapshot and has been happening for a few weeks as far as I know.
