Minecraft unresponsive after launching

Minecraft can no longer start.  It hangs at the setting user step.

• The same error occurs for any MC user account tried or any windows user on the same PC attempting to start MC in their profile.
• The same issue is encountered regardless of what version of MC is chosen in the launcher.
• Minecraft has worked on this system for 1.5 years.  Approximately 2 months ago it stopped, going into an unresponsive state after clicking play in the launcher.  
  • No system changes or new software were added with the exception of standard windows and MC updates.
• JAVA is current on the system.  Debugging the unresponsive JAVA process shows it is in a waiting state.
