[MC-99915] Minecraft singleplayer world starts at night

What I expected to happen was...:
the singleplayer world should start at daytime.

What actually happened was...:
it started at nighttime,hostile mobs are spawning,tried using commands it didn't work.

Steps to Reproduce:
1.start a singleplayer world
2.notice its nighttime
3. use time commands such as /time set or /time add
