visual bug with water

When submerging in water, my entire screen goes white save for the item in my hand and the bar at the bottom. I have tried changing particle settings, using night vision, etc, and yet nothing changes the visual glitch. I also appear to have problems fishing as I can't see the splashes/bubbles/shadow effects that say I've got a bite
