Baby Cows suffocating/drowing

I decided to make a cow farm design made by tango tek and I made it and found a bug while testing it. The baby cows are in the lowest or second lowest water height and they have a block of space above them, yet they are either suffocating or drowning (hard to tell) I turned hitboxes on and they aren't clipping so i dont know what's causing this issue. Please fix so I don't starve (And I can guarantee I wasn't punching them!)
