Cannot create grass path block with a stone shovel of half durability.

What I expected to happen was...:

I could create a grass path block by right-clicking dirt that I placed with a stone shovel of half durability in survival mode.

What actually happened was...:
The dirt stayed the same. I tried it at least 3 times.

Steps to Reproduce:
1. make a stone shovel in survivival, use it to mine up dirt so that it goes to half durability or lower.
2. place dirt
3. Right-Click with stone shovel that you used in the step one process it should not work (If so, it is because my computer is failing a lot.)
