Horses are not working correctly

In either creative or survival, doesn't matter if its a naturally spawned horse or one from the egg, after taming a horse it does not move correctly. It is like back in the snapshots for 1.9 when the horses legs swung wildly. I am not sure if my horses are still going the same speed as before because of it.
