f3 slows sensitivity

Whenever I click F3, my sensitivity slows. I dont know why,but I dont like it. I light up my area at night, and theres usually at least a couple mobs in the area. Ive tried exiting the game and reentering, didnt work. Tried restarting too, didnt work.
