PLEASE CLOSE - Chorus Plants not growing horozontally

Update - Server was not 1.9 vanilla as previously thought. Please close this bug report.

Trying to farm Chorus flowers appears futile, as the plants are only growing straight up, and never branch to the side allowing the flower to duplicate.
