Can't enchant a fishing rod.

You can't enchant a fishing rod.

What I expected to happen was...:
that the fishing rod would enchant.

What actually happened was...:
that the fishing rod didn't enchant.

Steps to Reproduce:
1. Put a fishing rod in an enchantment table.
2. Click an enchantment.
3. Then it doesn't enchant.
