Something wrong with the Fishing Rod?

Everytime i try to fish the Red/White thing that comes out of it just flies in the Water...

The Fishes still can go to the Fishing Rod but it really sucks .

What I expected to happen was...:
When i go fishing the Red/White thing that comes out of it is swimming normally in the Water.

What actually happened was...:
The Red/White thing flies in the air.
