Mobs in a minecart on a non-powered powered rail starts moving

When a minecart with a mob is on an unpowered powered rail, after a while (seems random), the minecrat starts moving.
Also, sometimes minecarts bounce back when they reach an unpowered powered rail (I think it happens when its speed is slow).
