Torches will not illuminate properly.

Every time I place down a torch I notice it doesn't light up the whole area but has this blacked area. And when I take down the torches it leaves black blocky areas, and even has light in an area that isn't even lit up with a torch.

This is a bug that has has been happening when I updated to 1.9, but when I update back to 1.8.9 the light illuminates fine.
