Rain sound is muted when Particels set to 'Minimal'

I playing 1.9 version of minecraft, but the rain sound was muted, I didn't understand why for the first time, I checked the 'Music & Sounds' options to make sure that's the weather is working.
but when I set my particles to 'All' the sounds was back.

should this will fixed?
