I can't resize my window

I can't resize my window. The only modes are tiny, and full screen. Maximise button also grayed out. This problem has existed since 1.8.2 and has aggravated me ever since. I've been using 1.8.1 for the longest time now because of this reason, and now with 1.9 being out, it was still NOT fixed.
