Terrain Generation Blinks When in World not Created in Snapshot/changing from 1.9 snapshot to 1.8

When switching from snapshots of 1.9 to 1.8.9, the world will start to blink. The ground wil become seethrough and blink back to normal rapidly, and some blocks will not clip, almost like the Far Lands of pre-1.8 beta.
