Updating Chunks cause FPS drop to half

What I expected to happen was...:
A slight drop in FPS is understandable, which happened in 1.8.

What actually happened was...:
My FPS is dropping at least half. It is going from 60 down to 30 or less.

Steps to Reproduce:
1. All you have to do is move (especially flying causes it).
